RANCHO CUCAMONGA, San Bernardino County — October 23, 2026. State law encourages California cities to offer preapproved accessory dwelling unit design plans, but buying one of those designs does not mean an ADU can be built without permits. Rancho Cucamonga’s Assembly Bill 1332 information page emphasizes that owners still must file a building permit application and satisfy site-specific requirements.

What is the advantage of an approved plan?

A plan that the city has previously reviewed may reduce the number of general design questions that must be reconsidered. The city nevertheless requires a complete submittal for the actual location, including applicable planning, engineering and safety information. A layout intended for one flat lot might not address a different lot’s drainage, soil conditions, driveway access or utility connections.

Who else can review the project?

Rancho Cucamonga specifically warns that review or fees may be required from agencies such as the Cucamonga Valley Water District, Southern California Edison, Southern California Gas, the Fire District, municipal utilities and relevant school districts. A proposed kitchen, bathroom or new electric panel can add utility questions that a floor-plan brochure does not answer. Homeowners should confirm which agencies actually serve the property rather than assuming all addresses use the same providers.

Where do owners file drawings?

The Building and Safety Department directs permit applications and electronic plan submissions to the city’s Online Permit Center. Applicants also can seek assistance from city personnel. The city warns that plan-check processing varies with the work’s scope; no one should advertise a guaranteed approval date without a city determination. The Engineering Division separately reviews grading, water quality, sewer, access and public improvements where relevant.

Building cost versus total cost

A competitive ADU quote should separate the structure, architectural plan license, grading, utility connection, water service, fire measures, permit fees and inspections. The city’s ADU guidance links to its Master Fee Schedule. Residents should review that schedule and obtain written estimates before paying a deposit.
